Answer: It means being disobedient and not doing what the Lord has commanded us to do in his word. Because of this we are resisting the Holy Spirit and not allowing him to take precedence in our lives.

“Cast me not away from thy presence; and take not thy holy spirit from me. ” Psalm 51:11
How willing is God to give us the holy spirit?
“If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him? ” Luke 11:13
God is willing to give us the Holy Spirit, but we have to make a resolve that we will be obedient to him and do what he has instructed us. While we ask for his Holy Spirit even now let us confess our sins that it may be granted to us, and by believing we shall receive.
